Description: The movie opens with the angel Cassiel (Otto Sander) standing on the statue of the Angel of Win overlooking post-Cold Fight Berlin. Growing ever more despondent over his fate as a mere observer of human life, rather than a vital part of it, Cassiel dreams of "crossing over" to the human world. And he does, as Karl Engel, a boy who perhaps knows too much, perhaps like in many of Hitchcock's films, some harmless citizen who gets involved in an affair to which he is not up to. In fact, there is no one as type and harmless as this newborn citizen of the Earth. We will follow Cassiels's journeys into a "thriller." This storyline which gets mangled with his own life is about weapons, more precisely about a weapon deal where the weapons - or INSTRUMENTS of violence -- are traded for IMAGES of violence.(Text from Wim Wenders site)

Viewing this movie nowadays, a lot of it appears quite dated. However, the message it tries to place across is still valid to this very day. The storyline centres around foster parents taking a very troubled 14-year old woman into their home. The trials and tribulations that follow are maybe somewhat predictable, but also realistic and valid. That very fine actress, the ill-fated Rachel Roberts, delivers yet other perfect performance in the lead role as the foster mother. Nice help is offered by James Maxwell as her husband. The only jarring note is provided by Annette Whiteley, as the trouble child. Hers is a patchy performance and doesn't really satisfactorily convince, unfortunately. Overall the movie is absorbing and generally well presented.
GIRL ON APPROVAL is a timely kitchen sink drama released during a wave of such films. These were typically stories involving working class families involved in cases that audiences should genuinely identify with. This one tackles the thorny topics of foster care and explores the comeback of a hard teenage woman on a typical family. It's a weak key and rather ordinary production without much in the method of large moments or memorable set-pieces to remember it by. Despite this, the movie is efficiently said and well acted by the cast members, all of whom give realistic performances. Rachel Roberts is the mainstay here, testing the mother who wants to do the right thing but gets increasingly driven to the edge by the issues involved with fostering.James Maxwell, as her husband, takes a back seat. Unlike another reviewers here, I didn't have a trouble with Annette Whiteley's acting, as her awkward performance perfectly encapsulates her own character's awkward age and psychological difficulties.
The movie is interesting but unbalanced in two significant ways.Firstly there is the nice performance of Rachel Roberts and the indifferent performance of Annette Whiteley. The second is the method in which they are portrayed. The foster parents are shown as being very sympathetic and the kid is almost out of control. So it is hard to agree that the family would wish to hold her. What makes it worse is that she drives a wedge between husband and wife so that they end up rowing most of the time. The social worker keeps on encouraging the couple to hold the girl, now doubt secretly glad to have the woman off her hands. This is the sort of movie that was more suited to tv drama.Though worthy in intent it is rather too downbeat to entertain.
